Its a great tech for an attacker that needs energies in hand to deal a ton of damage
At the same time, the Hero deck required fewer lands, which meant that the Rat deck was more likely to get mana flooded (by virtue of needing to build with more lands in the deck)
If we go down this path every two months and rearrange all the pieces of a system that has been overall quite successful thus far, it's going to erode people's ability to learn the system properly
