The Despot gives the controlling player Monarch status, and at the start of each upkeep a 5/5 red Dragon creature with flying ability is put into play as long as you remain in possession of that status
It will mostly be used in G/R Ramp style decks alongside Hour of Promise as a somewhat inefficient removal spell that doubles as a finisher against control decks, but I could also see red aggro decks that play it in their sideboard for the control matchup because of one card: Settle the Wreckage
4 mana is a lot to pay for scry 1, then draw a card or play a land, but when you have nothing better to do with your mana, this card will pull you far ahead at a surprisingly quick pace
On her own, shes already annoying, a two-turn Dig Through Time glued to a three-mana planeswalker
