Mid-to-late game this card shines in a lot of situations

Two times is just three life, and paying three life to destroy two permanents in this card-advantage sensitive format with your 40 life start is just awesome to use

The longer a bounty goes unclaimed, the bigger your eventual payoff but dont get so greedy someone snatches it out from under you
