The target opponent can still activate abilities, including abilities of cards in their hands (like cycling)
However, in a deck that is running ways to consistently untap the pyramid (Paradox Engine) and/or ways to add extra counters (Atraxa, Praetors' Voice), then Pyramid of the Pantheon becomes much better and I'd happily run it
It gives me an outlet to draw a bunch of cards and ultimately kill my opponent with an abundance of resources
