If a one mana cantrip is not affecting the board, it is essentially the equivalent of running a tapped land and Pioneer is fast enough that is quite unforgiving to tapped lands unless you have a bunch of wraths
As a mechanic I think it's fine, though it does require you to be either getting some good effects from the card itself or rebuying some pretty great abilities to be worth the tempo loss
