I think Spectral Sailor has a slightly better chance of being in the deck, simply because its capable of be played as a 1-of or 2-of while Faerie Miscreant needs to be a 4-of to be of value, and I dont think Mono-Blue has that many slots available
Since Hand Traps are so present in Yu-Gi-Oh!, the ability to get rid of them before you start your main plays is fantastic
