Although they arent pirates, they certainly tie-in with the seafaring theme of the set, and show that the Azurite Sea isnt just about piratry its about great adventures on the wide open seas

Rafiq is all about pumping one creature though which doesn't really take advantage of a lord effect, plus the problem where some Commanders have such a fearsome reputation that you may be killed on sight while you desperately swear that no really it's Knight tribal not something crazy is literally called the Rafiq problem so....there's some potential obstacles
The adventure portion, Alter Fate, doesn't bring a creature back directly to the battlefield, but the hand is good enough for two mana - Especially when you consider that you have access to a 2/2 with flying after you've cast it
