It is, by my reckoning, a combination of two factors
You exile it after it exits the stack if it was cast using jump-start
Letting you cast a reanimation spell from your graveyard AND for no mana just allows too many shortcuts for these sorts of decks, and were unlikely to ever get a card like this again
As a result, WotC have made the decision to restrict this ban to MTG Arena's best-of-one format only, and not any best-of-three or paper play
But its just not worth getting upset about or over analysing #15 so little budget deck i'm seeing, 2-4 ditto, 4-4 gyarados and some cards to discard the magicarp/gyarados and we can have a simple deck hitting for up to 250 for CC not much hp but you can win on prize trade maybe, main thing it has to watch for would be ability lock stuff #16 -Those are really cool abilities on the legendary birds, and they stack
