You can only use this effect of "Ice Barrier" once per turn
Thats because gnomes tend to be made by wizards, dwarves, and other artisans
The other difference is that Palmer's Contribution is a Supporter rather than a Trainer, like Night Maintenance, which can be a drawback-- for example, you can't use Bebe's Search or Roseanne's Research during the same turn to immediately retrieve a portion of what you just shuffled back into your deck
There are literally volumes that could be (and have been) written about what constitutes an efficient creature in Limited and how highly you should pick certain cards over others
While its definitely helpful to have access to the rarer cards in a deck, its also fully possible to play a competitive deck without Legendary cards and just a few Rare and Super Rare
I can see it being used as a toy in the environment
