Voice of Zendikar is one of the safest three mana walkers you can make and so while her effects are often quite low value they will still often dominate a game
As far as strategy is concerned with this card since Lugia needs 3 different types of energy to perform Elemental Blast I would make sure that your deck includes 1 or 2 of these different energies and also to use 4 each of multi-energy, double-colorless, and rainbow energy in your deck to account for the wide variety of energy types needed to perform Elemental Blast
Or you can rattle off cheap spells for a flurry of cascades each turn
You may be able to get away with 32-34 lands if you really only need 1-2 lands for your deck to function
