A three mana 2/4 with kind-of sort-of vigilance is decent, and the idea here is to get multiple taps out of the Infantry for your cards that want you tap creatures or artifacts for effects
The problem is that if you really want a deck that would like to have things you want to ramp into, you dont necessarily want the small creatures as well, so it finds itself in a very bad spot and never saw play
The one-mana mode of Dread Fugue will trade for cards you could have just spent spot removal on (and an Infernal Grasp drawn later will be more useful than a Dread Fugue), where Inquisition of Kozilek can trade for things that youre glad to handle before they resolve
