Most of the events fall into the Open category but, in the case that you are a Masters player, you don't want to accidentally be turning up for events for Juniors or Seniors expecting to be able to play
As long as you aren't running a Stax deck that is actively limiting your opponents from casting multiple spells per turn with cards like Winter Orb I think you'll get enough value out of Mangara to justify its slot

With the ever increasing amount of go wide decks that see play, and the fact that many enablers nowadays are on backline creatures that definitely dont want to swing, this is a great way of dealing with fragile engine pieces you might not want to spend mana on to remove
