Being able to return any nonland permanent to from the graveyard is very strong, especially if you have ways to trigger it multiple times per turn

That's where Cloud, Midgar Mercenary comes in

If we had a lower number of creatures and knew what we would get off of it, I think it would be a lot better, but with 43 creatures its a bit too random for me
