There is no equal in the card drawing world to Necropotence when it comes to efficiency
This card does not have an Ability, but it does have three different moves, two regular moves and one GX move
There are a few decks that actual turn this rule into an exploitable advantage, using it as a free discard outlet to pitch giant creature cards to Reanimate next turn or a Dredge card such as Golgari Grave-Troll for subsequent self-milling, but in what I would call fair decks, this maximum hand size rule is not nice, especially when you are mana-screwed
Especially if youre facing blue players and Thassa's Oracle
