The first bit reads, Whenever a creature you control leaves the battlefield, if it had counters on it, put those counters on The Ozolith. The second bit allows you to move all of the counters on The Ozolith onto a Creature at the beginning of your combat step

I think that the art direction was extremely well done across all of the precons, but the reprints in this deck are my personal favorites when it strictly comes down to the enjoyability of the artwork
