Boros already has this sort of effect attached to a legendary creature you can run in the command zone with Zirda, the Dawnwaker, but its nice to get another one in Gruul with Agatha of the Vile Cauldron

Theres no reason for any Ruby/Sapphire deck not to have four Pawpsicle especially one that can combo with it and Sail The Azurite Sea Stabbington Brother Without a Patch isnt worth it without a different brother, and there are better Rush cards in Ruby
Doubling your available mana from lands for a mere 3 mana is incredibly strong, but is quickly balanced out by the fact that it doubles your opponents available mana too
