The fact that it costs 3 mana up front, is easy to deal with, can't attack well, and is an expensive activation without the triple draw makes it seem a little dicey
Conclusion As I mentioned in the intro, I'd never discourage anyone from buying a box if they want to open it for fun, draft with it, or any other reason, but it's clear that Hour of Devastation is one of the worst sets from the past decade to open for value
