Jump Scare's versatility makes it an excellent example for card interactions explained in many other release notes entries
This spell simply allows you to choose new targets for a spell or ability, which means you can redirect a lethal spell, a nasty planeswalker ability or even something just mildly inconvenient
If you can pull together a full red-green counterspell deck from reprints, I say go for it
As a two colour aggro deck it will never be as consistent as the mono coloured versions unless they are really bad and have only a couple of one drops
However, alongside that, there are also now multiple different card types, some of which can only be found in specific booster packs
