The frontside, Tergrid, God Of Fright lets you take any nontoken permanent that was sacrificed by an opponent and put it on your field, giving you powerful creatures as well as giving you fodder for your own sacrifice outlets
(In case you havent seen it in action, turning an attacking creature into a vehicle removes it from combat, even if there are enough other creatures to immediately crew it again)
If you kill the Goblin to slow their ramp, they still get the other chapter effects
The exception is Sleight of Hand to try to find Lotus Bloom on Turn 1 in Ad Nauseam, with the flip side being many decks having an important two-drop to find like Baral, Chief of Compliance
However, it is clear that by using the extra card, a player can gain extra resolution in their land-drop frequencies, allowing more fine-tuning for mana ratios
