If your design team believes that you should be able to draw three cards for a single mana, then why would anyone have a need for cards like Predict, Preordain, Sleight of Hand or Serum Visions
There is also no additional benefit for both revealing a Dragon card as an additional cost and controlling a Dragon as you cast the spell
