While you could argue that this means that merfolk count, my take is that its templated this way so that you dont bounce the merfolk who may happen to be your commander or part of your Limited/Constructed strategy with Slinn Vodas enters ability
I like that you can bounce your opponents lands, dont get me wrong, but the overall cost just isnt worth it
This means that it wont allow you to get out of paying the commander tax , but its definitely still useful
