I won't go deep into this topic here because this is a deck tech not a format philosophy piece, but suffice to say I think it's Mono Red, especially when you're on a budget and don't have access to the top handful of staples like Dockside Extortionist, Underworld Breach, and Jeska's Will
You have cards that make lots of Vampire tokens (like March of the Canonized, Mavren Fein, Charismatc Conqueror, and Sorin), cards that make Vampires bigger (like Legion Lieutenant, Etchings of the Chosen, and Radiant Destiny), as well as cards to keep your Vampires in play (like Timothar, Kindred Boon, and Dusk Legion Lieutenant)
I could actually envision a world where this card sees real constructed play in tournaments
