While banned cards are completely barred from their respective formats, restricted cards are limited to a single copy in any given deck and sideboard
The drawback of giving your opponent a 3/3 flier probably matters in Constructed formats, but its less of a problem in Commander (see: Swan Song)
Cards that you might not like or that you dont think are particularly useful, might actually turn out to be worth quite a bit of money
