Unfortunately, this deck is quite weak with important Azorius cards missing, and the draw power requires you to work around specific requirements that often aren't worth it
It wont be terrible in decks that mostly only have clues as artifacts, since you can start popping them for one mana, but the Artifact deck is where this will really be an engine
The -1/-1 counters remain on the creature indefinitely
On top of it, if you deal combat damage to the opponent, you can look at the top of your library and summon Dinosaur creatures revealed onto the battlefield allowing you to create a wide board which might prove to be to difficult for your opponent to deal with
But their casting cost has become more prohibitive for some decks, and thus they drop on this list
If you buff this and wipe for -1/-1, you can get rid of all those tokens while causing your opponents to attack with creature they don't want to attack with
