Sheldon Menery, the godfather of Commander and head of the RC, even said that the card is too generically good and pleaded with Wizards to Please never print this card (Wizards apparently asks the RC for input during card design)
You also get to cast an instant or sorcery spell with a mana cost equal to or lower than whatever you just put back
Each of them makes a substantial splash when they come into play, enabling some nasty blue-black-red shenanigans befitting of the final battle in a Final Fantasy game
This cards main downside is its low power and toughness, but its more helpful for its ability than as an attacker anyway
