The Proliferate upside is nice, as bouncing something expensive is usually the best thing to do to get the most tempo, but if you have enough counters around, or you feel the need to fire it off early, you get some upside This is trying to do an impression of Icy Manipulator and its doing a pretty solid job
It probably follows in the general trend of being the defacto standard black removal spell following in the line of Terror, Diabolic Edict, Doom Blade, Go for the Throat, and Infernal Grasp
Thats not to say that the W/B mechanics cant be combined with the artifact/counters/aggro or madness/delirium/recursion piles more that theres less of a clear reason to prefer one over the other
