It is still a fine card, it will find you useful things and hopefully put some other useful things in the bin but it is just on theme filler in that setting rather than something you actively want

Put it this way, there will be an open sleeve for this monster in almost every black-splashed EDH deck out there

The difference would be that the black borders would be on the top and left, and this Vanguard filler would contain the word "blank"
