Commander Legends sets usually need a wealth of legendary characters, too, so borrowing from a mostly untapped IP that is overflowing with characters and adventurers fits the bill as well
For example, if the second ability of Hoarding Dragon from the Foundations release ("When this creature enters, you may search your library for an artifact card, exile it, then shuffle.") is copied and two cards are exiled, then when Hoarding Dragon's third ability ("When this creature dies, you may put the exiled card into its owner's hand.") later resolves, if you choose to put "the exiled card" into its owner's hand, both exiled cards will be put into their owners' hands
The rules are pretty simple
It wasn't supposed to be a good card
The reason is twofold
I think this is a pretty cheap deck, although for some reason it wasnt able to price some cards
