Jacq allows players to search for two evolutions from the deck , which sets up plays by getting middle evolutions that have useful consistency effects (i.e., Drakloak) or Stage 1 Pokmon that can add a variety of cards from the deck to the hand (i.e., Noctowl)
But in return you get a creature with Flying (so it cant be blocked by creatures unless they also fly or have special abilities), and whenever it deals damage to your opponent you get to cast a spell for free
