The best of my theories is that germs are naturally occurring while gunpowder is an invented item, and Magic is more amenable to singular figures like mages manipulating the environment than "leveling weapons" like firearms (see Vengeances quote about a bullet making all sizes equal)

By making your opponent to lose life, Exquisite Blood triggers, gaining you the same ammount of life
Day/Night had done a good job of making it easy to remember what state the creatures were in, but everyone involved realized that it wasn't working
Bring back something big with Disciple of Bolas to draw a bunch
