Buff up Esper Sentinel so that your opponents are no longer willing to pay the fee and you will certainly profit
Technically, the first Pirate was released in the block right before that with Kari Zev, Skyship Raider, but that was more of a teaser for what was to come
It's also worth noting that, while bans for the Commander format are ultimately decided by Wizards of the Coast, there is an external Commander panel that collaborates with Wizards on ban decisions
