To cast a spell is to take it from the zone it's in (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect
It forces an opponent to block it if they are able to, and so, with the right kind of Equipment to give it abilities like first strike and deathtouch, it makes every swing into a massive threat
Functionally, it works like the partner mechanic, where you can have two commanders, so long as they both have partner
