Luffy is now in a tight three-way race for the top of the format with Blue/Yellow Nami (~24.5%) and Purple Enel (~21.6%) rather than running away with the format on its own, but the gap between those three and everything below them is still wide, so GY Law pilots should expect to see this matchup often at a typical local and understanding the Impel Down curve is still worth doing even without hard matchup data
Overall Id say that this deck isnt a Rule 0 violator
As you can see, 1st Edition printing stopped over 20 years ago, hence why these types of cards are very rare and very valuable
